In answer to your question yes they are a waste of time, I have heard stories of the "PCWorld" computer cooling fans braking inside and bits of it getting inside the combustion chamber. Of course the company denied liability and needless to say he was left with a rather large bill.

my old one only used to do it when it cold and i shifted quickly-ish. Got a lot better when i put the correct oil in it though and it was hot

Well obviously yes your fuel to air ratio is going to effect your emmisions and if they are wrong then its not going to run right, but there is no such thing as an inlet emmsion test
