You can lube the cable etc but best idea is to change for a new cable but takes a bit to change not as easy as regreasing it.
Cannot realy relube the box etc. The cable only cheap though.
Firstly check it is best get the car plugged into the computer can be a faulty switch or wiring also.
if its the switch on the brake pedal the rear brakes would come on also or the clutch etc.
Ebay sometimes has them for sale its called the dislogues you want but the version on offer is a few years old doens't cover the 172 even.
I have a file on the 172 from the dialogues if you want a copy drop me an email its for the mk2 phase 1 but its the same car mechanically realy.

You get them at a fixed price discount what the discount is depends what you buy.

Plus the 100 has the rubish gearbox the 106 has a 6 speed box which won't fit easy in the mk2 clio

the 80 and 86 as said are about 110hp...
Check all the relays are plugged in there under just above the passenger feet go check there all plugged in if thsi isn't losoe them start going though the wires.
The holes were there for other reasons not just for the optinal extra.
But the cd chnager was standard spc at one point. (when cruise and ESP weren't stock)
Easy enough to do what you want ie no cat without being a kit car.
As for making your car a kit car it can be done and there are good reasons somtimes for doing it and its not that difficult but why unoless you've good reasons
