Good way of testing is as soon as it revs up open the bonnet and see if the TB cable holder part is resting back in the 'idle' position against the TB body.
If it isnt its pretty sure to worn TB spring or a dodgy cable

When its sat at 1500 rpm all the time there's more to it than a design fault, it shows a problem with the car.

Yeah only if you running them with standard shocks ;) but then that would apply to any spring :)
Whats the rule of thumb? any lower than 30 and you should replace your shocks with uprated ones?

Car came with 15's so thats the natural best all rounder and choice of wheel size for the car.
Its a well known fact that 17's bog you down on acceleration.
Only advantage of bigger wheels is for show and bigger stoppers.

Say you write your car off and the stainless steel exhaust has been covered but the decat hasnt. How are they going to tell whether you have a decat on or not??
If your insurance covers you for ''exhaust'' then surley there must be a grey area over the cat as a cat is part of the exhaust?
There has to be more to it than this.
My mate used to work in a crash repair bit working with insurance and writing valuations etc and there no where near that thorough to go checking for bits of pipe under a car. They must have had something else on it for them to fine tooth comb this car...

I just stuck some black tape behind the back of the dials to blank it out.
Totally hidden, stops the light problem and if i needed to i can just peel it back off :)
