Try the connections at the back of trhe heater panal first, easier to get to.
if you remove the slam panal (cus its the bit the bonnet slams onto ;)) you need to remove the wipers etc, easier to try the easier options first
Jack car up and stick on stands
Support the rear trailing arm wiht the jack, just so it takes the weight, but doesn't move.
Oull out torsion bar.
Raise the rear trailing arm the desired amount, measure from the hub to bottem of arch before and after to get the right distance.
Push torsion...
Its piss easy to do the torsion bar, sdon'rt listen to these non believers
Did it on my 1.,2 for the first time and it took me about 30 mins, fronts took me an hour.
If you get it wrong, its a simple case of pulling it out and adjusting it more in the right direction.

Check for any rubbing when you turn the wheel is an obvous first, also check the power strearing fluid level.
Other than that i can only suggest a new rack
I paid £1k for mine about 18 months ago, 103k, FSH, lowered, apart from that std.
Would have said around £1-£1.5k depending on condition etc.

ISCV is the Idle Speed Control Valve
When you rev the engine do the revs drop down to about 500 and then pick up again,a nd same as when you dip the clutch donw pulling up to a junbction? Thoses are classic signs of the ISCV needing a clean.
With teh earth to the gearbox it did a similar...
Cheack the earths, particularly the one behind the s**t guard to the gear box, n/s.
Also take off and clean the ISCV, wiht brake or carb cleaner, this is the cylinder on the top of the enigne, about 2" long wiht one wire and plug going to it by the TB.
Never even heard of a stepper motor :S...
