I normally get 30-32 mpg in my 197 although this tanks only 28mpg. My 172 feels faster and is better on fuel but the 197 is a much nicer place to sit.

It's got low mileage, but its 2k too much. 197 bits are really expensive compared to mk2 bits. It will cost a lot to fix that properly.

Hard to tell without seeing it, some times you need to turn the pre outs on, on the head unit. Have you got dvc subs and wired them like single coils. You sure everything works. You may have to mess around with the gain/input level. You sure you've plugged the rcas in to an output and not an aux in?

As above, spend plenty time prepping them properly and give them a good wipe down with ipa or petrol. Even if you buy good quality spray paint for wheels you will need about 2x 400ml cans. Cheap paint might need more.

Could fix that yourself for less than £750, but if you're going to have to pay the excess anyway for the damage to whatever you hit it won't matter.
