Adjusting PC monitor

Hi, trying to set up my parents PC. It's a dell base unit and dell Widescreen monitor.

The problem: The picture on screen is a standard square picture, but stretched to fill the screen. So everything appears compressed top to bottom. Is there a way of adjusting the setting to a 16:9 format of that of a normal widescreen television. I.e Leaving black bands on either side of the screen?

Been through the settings and google but to no avail.....
