Clio 172 Rear Brake Problem

My 172 has recently failed it's MOT on rear brake efficency.
"Near and offside recording little or no effort."
The garage weren't very helpful other than saying pads are quite low and could do with changing, discs are slightly worn and you could change these, if it doesn't work then we can look at the calipers. After all this had been done it would have cost £600
Does anyone know what could be the cause of poor break efficency, I am going to change the pads anyway but is their anything i could look at or adjust that would solve the issue i am having here.

Any advice greatly appreciated, I'm getting the car on the ramps on the weekend.
 
possible lazy caliper? easy to free-off if you're changing the pads anyway

ed. typed whilst you were doing yours, above. there's a VOSA bulletin about low effort from the rears; if that doesn't convince them, could check the caliper pistons. hell, if you're going to change the pads, you may as well check the pistons anyway

I've just seen that bulletin. I'll print it out and take it down in the morning and see what they have to say.

The MOT tester rang VOSA and they confirmed what you guys have told me so i walked out of there with the MOT.
