bargain (just slightly over budget but well worth the extra £££)
INNO3D GeForce 8800 GTS 320MB DDR3 PCI-E, HDTV, Dual DVI,
What about this one? Radeon X1950 XT £160 delivered
Thing is the 8800 is fast and is DX10 so future proof for awhile - why buy a older gen card?

I said it would be good if he found some 'cheap' really. Maybe eBay or Amazon? DX10 games are still a bit off yet and you'll need Vista too.
Depends how desperate he is to get CoD2 back up and running!

ATI X1950Pro £130ish
ATI X1950XT (then overclock to XT-X specs) £165ish
NVIDIA 8800GTS 320Mb version £205
Most of the reviews make a point of saying that although the 8800GTS is DX10, it's more than likely that the 320Mb memory may hinder performance at/over 1600x1200 with AA/AF maxed out and recommend if your going the DX10 route to have minimum 640Mb memory, but thats prob another £60
Ok
just to confirm that this is the best card or there abouts for under 200 notes before i buy it!

lol, sorry mate, spoiling myself, I've not upgraded in ages. I'd take everyone's advice and go 8800.

hehe wasn't aiming that at you bud - just saying generally
As for PSU - make sure its got the right power connector for PCI-E cards, and 450 is a little low - I know my 1950xt liked more power (and killed a 480w I had).
