Red Clio 200! Turbo?? North east

My mate came across this a couple of days ago around Sunderland area, with a front mount!! turbo or supercharged maybe? He said it sounded mental popping and banging. Private plate along the lines of Frank! Or frack
Anyone know this car?

There was two cars a silver mk4 golf anniversary tdi and some old fiesta turbo, they were on their way home after buying the fiesta I think lol
