seat belt slow to retract

hi guys I'm having a problem with my seat belt, its not retracting very quickly, the passengers recoils really quickly and sit tight against the door pillar, but the drivers justs, slowly pulls it self in then sort of hangs loose like its ran out of spool, could the spring winder be gone?? is it a case of a new belt, its absolutely bogging too(who's smart idea was it to make dynamique seat belts silver), any tips on how to clean it also.

Had the same problem with mine, kinda sorted itself out though I think haha
