Good question, when you say google doesnt work do you mean it wont show google the home page or it wont complete a search from google? can you see and use the link i added?
my bet is that its a peice of malware that effecting the browser just designed to pee you off, i know you have run a check but it feels all a bit malwary to me.

I run from a CAD workstation, so have admin permissions. So I should be able to technically.

it smacks of malware!! as if google chrome cant search google lol sorry to bang on about it. i'd re-install chrome if you can and see where that gets you.
if you had some time on your hands you could compare what processes are running on both your computers? but thats a begining to clutch at straws suggestion tbh.

Try updating via Malware Bytes program. Should be a tab called update?
