It would idle fine as it sits dephased naturally, it would only idle like a tractor if you put 12v across the solenoid below 1500rpm. If it was broke it would feel flat through the revrange, although some people say they cant feel a difference at all.

Dont bother, its not a very good design, and the primaries appear to be smaller, plus if the gasket in the pic is incorrect and wont help at all.

Its actually a rising rate FPR, and if you bump the baseline pressure up your rate of increase for low relative manifold vacuum will be much higher, in most cases over richening. If you were serious about things you wouldnt waste your time with FPR's and you would just remap the ecu to adjust...
