if the imobiliser light doens't go off the isue is with the imobiliser so you ned to check to see if your other key suffers the problem most likly though the picup ring is the problem round the ignition barrel its cheap enough to chnage.
You can either just pull the ball out the nw one and put it into the old unit or esle remove the front bumper and swop the whole unit as such.
You can in theory do it without removing front bumper for the effort I'd just remove the bumper is not difficult.
Not as bad as people **** it of though.

Learn in a 1.8? isn't that a bit expensive on insurance?
Hnadbrake check the wire plugged into the back of the handbrake.
Heater check the switches and the fuses/relays but check its not blocked.
You need to check but most clio phase 2 use the 58mm hubs only the 1.2 8v and a few 1.2 16V and the few other odd cars don't use them.
54mm is for mainly the phase 1 cars of mid engine size.
