Rich's idea is a better option.
If you're just going to fibreglass you'll need to do the front and the back of the bumper. If you just fibreglass the rear you won't be able to "skim" across anything, bumpers aren't wafer thin and you'll end up putting on a lump of filler a few mm thick to fill...
It'll be tough to sand yes, but you're going to be there a long time anyway sanding the filler, may aswell make the extra effort to try and ensure it doesn't crack/sag.
No idea if it's even still there, was a good year and a half maybe more ago I saw it! Front end was totalled, had another clio sitting on top of it so it was pretty much fcuked I think.
