yup, sounds like it. Both the shafts on the monaco were brand new when the engine went in, swap the hubs over and fit the ph2 shafts on both sides (including the center bearing on the long shaft)
That's what I thought , put a new icv on it checked for air leaks all ok on the 3rd tb all cleaned & no luck , and now trying to see if I can get an uprated spring made to make sure it will closeThing is the throttle looks shut :/
Take the inlet pipe off the icv, put your finger over the hole and see if it dies instantly. That'll tell you if it really is shut properly.

fully remove the butterfly, clean up the burrs on the inside of the housing with some fine emery paper, then put it back together. Don't forget a dab of threadlock on the screws
