Foam coming from under the plastic engine tray... (pic's)

any body know what this is? is it needed? what does it do etc?

At first i thought it was a plastic bag court under my tray, I pulled it a little and it kept coming out so i left it untill i can be sure.
it has also got alot of oil on it and very dirty.

I run my 172 without the plastic tray.

If you want to put it back. Its a layer of foam that sites between your engine and the cabin to minimize sound that makes it through to your Dash area i assume.
