If you switch the headlights on manually you can flash away as much as you like, its only when they are auto-on that it leaves them on full beam when you pull the stick back for a second.
I've given up flashing annoying fog-light users, mostly mothers in people carriers that seem to do it...

Could it be a rogue individual at the place in question pocketing the £450 rather than an actual dealer "scam"? I know things can be dodgy but I would find it really hard to believe that a main dealer would actually pull something like this.

230kmh is about 142mph, so as an indicated speed that would be about right I would imagine. Where is it being quoted that you can do 250kmh out of interest?
But the original 172 wouldn't receive a "Mk" of its own as its based on a particular model of Clio (the Mk 2 Phase 1), therefore (and I'm being anal here) a Mk1 172 doesn't exist, if anything you have a Phase 1 and Phase 2 172, then a Phase 2 182.
I might be missing your point entirely, but...
Surely if you are just talking about 172s...which you are according to the title and first paragraph, you have the MK2 Phase 1 which just had the 172, and then the MK2 Phase 2 ("facelift") which had the 172 (full fat) and 172 Cup.
Get your service done first in my opinion, plenty of Cups around at this time of year (people scared to keep them over the winter I guess!) and values tend to be a little lower. If you don't get the work done someone will only try and knock you down a further £200 anyway.
I'm getting about 35mpg around town in my 172 Cup, upto 43mpg or so on a longer journey with a reasonable amount of traffic about, 30mpg when "having fun" on the open roads, and then 12mpg on the track! Averages out at about 30mpg in the long run. Just remember to reset the trip computer weekly...
Regardless of power output (which I imagine will be enough to compensate for the extra weight plus a tiny bit more) its the handling which really matters. I'm sure at some point figures of 195bhp or whatever will be released and possibly even a slower 0-60 time than 172 Cup standard, and people...
Did you shop around? Between my first call to a Renault dealer locally and my last (I got quotes from most in the area) I got my Cup service down from £250 to £170.

Considering the general shift towards smaller engines with super/turbochargers to improve emissions and economy maybe we will see a 1.4 or 1.6 RS Turbo in the future along the lines of the forthcoming Golf GT..?
