It's defo individual. The power gains are due to the vastly increased area of air flowing into the engine and the reduction in flow losses (caused by bends, expansions and contractions). Power gain is only half the story. ITBs will transform a car. The throttle response is as good as you will...

Panel filters DO NOT give you more noise. They will not give you a performance increase unless your old one is dirty. Just a high quality replacement IMHO
