I had mine om the rollers at rs tuning not long ago and my cup ran 162bhp and thats with jms induction setup and matched inlets, mind you that day it was very hot and humid so probs lost some bhp there
Sreriously torque them up, ask any tuner on here and i bet they say the same, forget what people say on torquing them up is a load of crap cos its not, they do!
They defo need torquing or you run the risk of the spark plugs blowing out, alot of people go for hand tight then a little turn, imo thats no where near the correct torque needed, i used a torque wrench for mine and when fully torqued it was a hell of alot more than finger tight, but in the end...
Yeah if the plenum is not put on correctly it can cause the revs to rise constantly way above 4000rpm, it sounds like there is some moisture in a connection somewhere, wont be the plenum as it was happening before you took if off, would recommend leaving it for a while until everything dries out
Id defo wait a bit, the other thing it could be is you havent put the plenum on correctly and its not got a proper seal on the lower inlet which means air leak, this causes a rise in rpm
Try drying all the connections if they have water in, or maybe wait a bit and it should dry out by itself, then give you car a start and see what happens

I think space is the issue as there is very little of it, but im sure if you ask a renault specialist on here they will tell you alot more about it, as for genuine renault tools to change the cambelt i think there about £80 for all 3 of them
Yeah you need genuine renault locking tools to do the job, and its not a straight forward job, even worse if you car has aircon as space is more limited

Read a few post and is it correct the spark plugs on the 172 should be torqued to 25nm? im looking at a spark plug preset wrench on ebay which has a set torque of 24nm, will the 1nm make any difference?
