My car has developed a whining sound that happens when travelling at low speeds in the rev range between idle to approx 2000.

The first time I noticed it was whenever I took my foot off the accelerator (still in gear) I heard a knocking. This repeated every time I took my foot off the accelerator. Since then it only does it occasionally.

What is causing this strange noise? It started two days ago and is coming from the belt/waterpump area. You can only here it when parked up, and more so with the bonnet open. Water pump was changed last year.
